31 degrees Fahrenheit, my approach.
Start slow.
Try to maintain steady state breathing (feels easy to run and not breathing heavy)
Cover your mouth at the beginning - to prevent your lungs from burning.
As the temperatures drop be consistent and keep getting out there.
As temps get colder - cover up and watch for frostbite.
I've been running outside in cold weather for over 15-20 years. Today I am not affected by the cold and don't have to cover my face until the temp is below 19 Degree Fahrenheit.
